Security Directive for Industrial Facilities in Saudi Arabia

The High Commission for Industrial Security (HCIS) is the body responsible for the development, and the implementation of the security, safety and fire protection strategies across the Kingdom under the Ministry of Interior. The HCIS mandates legislation that applies to all facilities, including new projects, expanding existing facilities and upgrades.


The HCIS Directives 2017 apply to the construction and expansion of facilities that are required to comply; these include but are not limited to Petroleum, Electric Power & Distribution, Petrochemical, Water, Industrial Services Communications, Mining, Gas, Civil Explosives, Chemical Manufacturing, Metal Manufacturing Ports, Railroads and Others as determined by HCIS.




The country national security is directly intertwined with the implementation of this statutory legislation. Facility Operators responsibility is to apply the directive throughout the lifecycle of the project. Including but not limited to, planning, design, construction and commissioning.


Our role as a Security Consultant is to ensure the client understands this process and comply with the legislation. The HCIS approval is divided into four stages.

1. Risk Assessment (SRA, COD)

2. Preliminary Design and RFP preparation

3. Detail Design (design review and hardware selection)

4. Operational Readiness (Project Management Control)
